Reject/Refer instead of just invite under available prospects #88

Not sure the most "positive" language for this but cara and other nonprofits don't accept everyone and would like them to go to the "bottom" or off the list to avoid duplicating outreach efforts under prospects.

Currently the only course of action on prospects page is to "invite" member.

need to be able to "reject" member as well this should prevent the prospect from showing up again on their list this would necessitate changing the way prospects are gathered currently it is a real-time query gathering all members who fit a certain criteria we would need to create a database table to track which prospects have been presented, and include a column for whether or not they've been rejected. if the prospect is because of a referral, this should send an email to the referring service provider letting them know that the referral was rejected.
