Slow turning on spot speed #9

When one wheel is full forward and the other is full reverse the Dalek turns disproportionately fast. Fix in the Python code.

I'm closing this unactioned after experimenting as you often need more power (not less) to turn on the spot. We may solve this with optical encoders anyway.
