First version of contributing, should be updated as and when we come up with improvements or find development process issues.

@sam57719 Suspect you might have more to add to the code conventions section?

@sam57719 I followed this github document to create it, which clearly states no md suffix. However I can see .md all over other repositories, which also seem to work and will be consistent with README.md

I shall update it.
