Contact us form not appearing for non-registered users #636

Nor is the 'suggest a change' button on the project profiles

Non-logged- in users are the main users who will need these features. That is why we have setup the approvals process for their messages. Please:

make the 'contact us' menu appear for non-logged in users
make the 'suggest a change' menu appear for non-logged in users
move 'join project' for logged-in users to right so that it is the first one to the left of 'suggest a change'
