This is done on purpose, as both packages provide essentially the same content
- the
only difference is the rendering engine used for them.
I think it's better to keep them as conflicting packages, that way installing
the
opposite version will overwrite the existing files, rather than have duplicate
(albeit slightly differently rendered) themes.
For example, installing both - in a case where they would not conflict, would
lead to
14 entries for shiki-colors rather than just the 7 color variants. It would
also make
it harder to upgrade, as users would have to keep track of updating two
variants at
the same time - rather than just install the one of their choosing every once
in a
while to keep up to date.
Then again, this is just my reasoning - if there are other benefits besides dual
installation that I'm not aware of, and the pros outweigh the cons, I can give
it a
further look.

I'm closing this for now, currently there is no need to differentiate between
clearlooks and murrine versions, as they provide mostly the same content.
If in the future it can be helpful, then I'll consider it more thoroughly.
