Shiki should leverage draggable menu bars. #134

Since this has now been implemented, at the very least in Ubuntu
(https://bugs.launchpad.net/ubuntu/+source/light-themes/+bug/532421), it
would be nice if Shiki would use it.

It appears that it's a simple case of adding "GtkMenuBar::window-dragging =
1" to the gtkrc.
