Which project are you referring to?
GNOME-Colors icons has included a ChangeLog file since (04 - August -2008) and
both
the Arc-Colors packages have a ChangeLog since (11 - May - 2009). In the
gnome-look
pages there's been changelogs ever since initial release for all projects.
The Shiki-Colors packages are really the only ones without a ChangeLog because I
haven't released a new version since May 08, and I started adding it to Shiki
and Arc
on the 11th. Whenever the next version of Shiki is available, it will have that
file,
as It's already done on my end.
Sorry if there's been any inconvenience or the current files have been hard to
find.
They are usually in the top folder, along with "AUTHORS" and "COPYING".

I had recently downloaded "extras-gnome-colors-7.tar.gz" which does not have a
changelog - only a "README". I apologize for having made such a general
statement
without having checked *all* projects.

Yes, the extras is probably the only one that does not include changelogs and
possibly won't.
The extras are just nice little themes or icons that enhance consistency but
replace
existing files. For those reasons, and because mostly the changes are renaming
firefox folders to suit newer versions, for example, there's no need for a
changelog.

i'm following the gnome-colors downloads via rss. is it possible to add
changelog
directly to the download description or something here on google code? that
would be
really handy :)

I think that would be really helpful, but I don't think I can add descriptions
to the
downloads... I can only set the name of the content and labels. I don't know if
the
option is available somewhere else, but so far I haven't found it.
