Motivation

There is currently documentation https://docs.oracle.com/pt-br/iaas/Content/API/SDKDocs/pythonsdk.htm#SDK_for_Python for the Oracle OCI cloud to implement their collection to run Resoto.

Desired Behavior

Implement Oracle OCI cloud collection
