Choose the sector BESIDE the highest one. #16

Hey, I was thinking, if we put the hub on the highest sector, the docs show that you can't actually mine it, it's the neighbors

This seems risky without tests. Moving the hub makes us lots of money for the current MVP. This can wait til the next one.

I was looking at this. I'm not sure it'll work. Since the prospect report is just a smattering of values at first. Big gaps.

It's safer to just stay where we at for now.
