Steam Chat Actions Fix #10

Some were unable to see the chat actions button (the button that enables you to invite others to voice chat, etc.) if the name of your skin folder was not named "PixelVision2". This issue has been resolved.

I did a git grep -Fi 'skins/pixelvision2' and found the same thing on the /friends/ChatRoomDlg.res file, I think it's about the group chat windows. I fixed them both.
