Time is change by -1 hour when editing an instance in Collect #1130

What steps will reproduce the problem?
1. Deploy form with a time question to Collect 1048 (or use attached xml)
2. Create one submission, using 06:00 (or any other time)
3. Save instance
4. Go to Edit form, open form, view the time question.

What is the expected output? What do you see instead?
Time shows as 05:00 instead of 06:00. 

What version of the product are you using? On what operating system?
ODK Collect 1048 (1.4.5)

Please provide any additional information below.
When repeating steps 3 and 4 the time will continuously be set to one hour 
before the previously set time. Changing time zones (including in or outside a 
zone with daylight savings) doesn't change the behavior. Devices tested: Nexus 
5; Alcatel Onetouch.
