Description

Use Terraform from a Github Action to automatically configure Github and all Github Repos (create issue labels all repos).

[x] Breaking change: Due to new paths, conky on caprica will not work as expected. Needs new provisioning via Ansible (done as part of the change)
- [ ] After merge into main: Run Ansible playbook to ensure caprica is up-to-date
