Add a DoR and DoD in a "Remove-Me" Block to the User-Story Issue Template

As a developer I want to work with consistent user stories that look similar to each other so I can work in a similar way all the time. I want to have a Definition of Ready to know when a story is completely defined and I can start working on it. I also want a Definition of Done so I know when a story is fully implemented and meets all criterieas.

Acceptance Criteria

• [x] A DoR is part of the issue template
• [x] A DoD is part of the issue template
• [x] Use --- for a horizontal ruler to separate Story Template from DoR and DoD reminders
• [ ] Every repo uses the updated template

The DoR and DoD serve as reminders and don't need to stay in the issue ticket all the time. E.g. when a story is ready, I can remove the DoR.
