Introduce Minikube Setup with Vagrant and Bootstrap Support

This PR introduces a setup for Minikube, which can be installed on Ubuntu environments (both physical or virtual machines) via the provided bootstrap script.

• Vagrant integration: Minikube is included as part of the Vagrant box for testing.
