Make setup.py generate data directory on install

Generate the data subdirectory, and the following necessary nested subdirectories:

data/ data/bottle data/converted data/ini-files data/logs data/logs/quality_code data/logs/quality_code/cond_primary data/logs/quality_code/cond_secondary data/logs/quality_code/temp_primary data/logs/quality_code/temp_secondary data/oxygen data/pressure data/raw data/reft data/salt data/time data/scratch_folder

At some point data/scratch_folder will need to be removed, or folded into something else
