Does not work with PHPBB3.0.6 #59

What steps will reproduce the problem?
1. I am using PHPBB3.0.6 with the Getaway style.
2. I inserted the codes base on the instructions provided into the 
overall_header.html.
3. The keyboard did not show up anywhere on the page and I was not able to 
type in Vietnamese.

What is the expected output? What do you see instead?
Vietnamese keyboard, but nothing show up.

What version of the product are you using? On what operating system?
PHPBB3.0.6 with Getaway style theme.

Please provide any additional information below.

I have verified that it works with other styles, but not the Getaway style.  
How can 
I get it to work with the Getaway style? thanks.
