I think that a REST-based micro-service that could validate any of the entities Package/Service/Function could fit well here, what do you think? I'm seeing multiple other micro-services taking advantage of this 'centralised' feature...

+1 for this idea.

In fact, I am writing my Java based software pieces that they can be used that way. That is, I have libraries and different wrappers, e.g. for CLI and Web.

You may want to have a look at https://github.com/sonata-nfv/son-editor and especially at https://github.com/sonata-nfv/son-editor/tree/master/son-validate-web. But please not, this is just a start.
