Publishing bach to packagist #35

As a PHP Composer project, this would be easiest for the community to consume if it were published on PHP's package repository https://packagist.org.

This will require:

  1. Submission to packagist
  2. Changes to CI/CD to tag releases
  3. Possibly a little housekeeping

I would use an email that's likely the community-group one that @bhamail setup for publishing this. I think Dan can get you the details!
