Nothing major, just a couple tiny improvements.

Make an ARG for APT_VERSION and use it where I can (couldn't get it working in sed)
Make an ARG for APT_TARGET, DRY out the Dockerfile a tiny bit
-p on mkdir

Also some minor tweaks to verbiage in README.md
