Create v2 packages if there are not existing #127

This pull request makes the following changes: Creating v2 packages if they are requested with v2 (p2 Path) and not existing.

@Locco123456 You may want to squash your commits. There are some commits with just '.' in the commit message, which are irritating if not confusing :D

@bhamail Was tested in Prod for a week. I think we should be fine merging this.
