This is thornier than it seems. I found this comment: https://github.com/mycila/license-maven-plugin/issues/36#issuecomment-33956023

And I'm starting to think option number 2 might be the way out of these woods. (Did you ask if Nexus team have other ideas?) You could try option 2 by:

• Create a small maven project that generates a jar with the header.txt file in tree like: org/sonatype/repository/header.txt
• mvn install that jar in your local maven repo.
• Then add this jar as a dependency of the license-maven-plugin in the parent pom.xml
• Configure the parent pom license-maven-plugin to refer to the header.txt in that jar via a classpath, like: <header>classpath:/org/sonatype/repository/header.txt</header>

If that works, we could publish the license header jar, and all the format projects could re-use it.
