Fix AUV8 Deploy after Noetic merge

Fix the issues with the first testing of the noetic update on the jetson Xavier.

• Change image name of the roscore for noetic instead of neotic.
• Comment out Hydrophone and Actuators (Ping msg has changed)
• Update proc_control and proc_planner to the last update and change the image
