Error migrating issues for project 'mock'

What steps will reproduce the problem?
1.export mock to github
2.receive mail with error 'migrating issues'
3.

What is the expected output? What do you see instead?

We've unfortunately been experiencing a higher than average number of App 
Engine urlfetch errors, which cause problems when migrating issues.

If you try again you should be able to export your project. (We've rolled out 
some changes that should improve stability, but it still may take a few 
attempts.) Sorry for the inconvenience!
