Add DPU-level scope and DPU-driven mode support and improve BFD and telemetry workflow in SmartSwitch HA HLD. #1710

This PR adds a few changes in the SmartSwitch HA HLD:

  1. Add DPU-level scope and DPU-driven mode support
  2. Improve the detailed design for DB schema, telemetry and workflows.
  3. Update the detailed design to match the recent update from PMON and BFD design.
