Upgrade FRR to latest version for next release of SONiC #15295

Description

Current FRR version on master is 8.2. In order to support fib suppression feature, ported many code from 8.4, it would increase the efforts to maintain this patch. We should upgrade the FRR version of SONiC to latest one for SONiC master other than porting new feature to old branch.

Is there a reason we wouldn't just jump to FRR 8.5 to get support for EVPN VXLAN?
