Description
Credo transceivers are not coming up after "shut / no shut" on Dell devices. To bring the interface up on Dell side, a flap is required on the peer end.
Steps to reproduce the issue:

After debugging this issue I found that there is no signal detected (SD) locally in Dell at SerDes level. Additionally, the local receiver is not able to locked onto the incoming signal, which typically means there is no stable signal for the SerDes to lock onto. This further leads to no status change notification is received from the SAI at the time of interface bring up.
Note: I tried the same test with other type of peers too, for instance, Nvidia but the results were similar. Thus, I am sure that the issue is with Dell only.
