Accton-AS5712-54X syncd-failed with detected an unsupported device id 0xb854 on 201811 #2371

Description New SAI [3.3.3.1] on the 201811 branch rules out the TD2: info dev value as 0xb854 again. We reported it on your SAI [3.0.3.2] release via Azure/sonic-buildimage#1054; also [3.1.3.4] release via https://github.com/Azure/SONiC/issues/153. For details, please refer to our test attachment log with this post.

Tested on TD2 56854 based device with current master (commit f8d63edea72d "[bcm sai] upgrace Broadcom SAI to 3.3.3.1-3 #2389") and issue is fixed for us.

Should work for Accton-AS5712-54X too.

The BRCM SAI has updated the SAI binary. @pollyhsu2git can you retest?

Accton-AS5712-54X was verified to be booted OK, and the port link OK with the external loopback DAC cable on the Jenkins build no. 866 dated 2019/2/12 here.
