COPP test is flaky when run against master image #5554

Description Occasionally, different "no policer" COPP tests fail when run against the master image. They fail sporadically, and there's no particular pattern to which protocol fails.

Steps to reproduce the issue:

  1. Run COPP tests several times

Describe the results you received: Non-policer tests occasionally fail.

Describe the results you expected: All tests should pass reliably.

This is an issue w/ our lab setup.
