Improve test coverage to gnoi.go #317

Why I did it

A format fix to gnoi.go will get rejected because of coverage issue. This indicates the file has coverage issue before hand.

How I did it

Format fix.
Identify the missing coverage through pipeline.
Add coverage.

How to verify it

Pipeline pass.
