[test gap] Test gap to cover advertising through network command in BGP #10837

Description In one of the manual tests, it is found that advertising through network command might result in issue https://github.com/sonic-net/sonic-buildimage/issues/17183. There is no sonic-mgmt test to cover this scenario. Requesting to add a test to fill this test gap.
