What is the motivation for this PR?

Ignore the linkmgrd log level key in the config checker.

How did you do it?

Add "LOGGER|linkmgrd" to the ignore list.

How did you verify/test it?

Verify on dualtor testbed.

Any platform specific information?

Supported testbed topology if it's a new test case?
