Snappi tests : Merge tests into single code base (single and multi-dut folders) #14220

Currently snappi tests are being maintained separately for single dut and multiple dut in different folders. This was initially done to avoid any regression on single dut test cases and to expedite multi dut validation. Since multi dut validation is complete, we can start work to merge them together to make future enhacments easy in both platform types.
