400G-ZR: Add PM statistics collection work flow diagram and HLD. #330

This git issue is to track the addition of Coherent (400G-ZR for now) module time window based performance monitoring parameter statistics collection 1) CLI syntax, 2) CLI output format and 3) HLD workflow to the existing CMIS/CCMIS HLD (https://github.com/sonic-net/SONiC/blob/master/doc/platform_api/CMIS_and_C-CMIS_support_for_ZR.md).
