[Marvell] Add Flag to identify SONiC related Init Handling #1420

Add a Env Var to identify in the libsai.so to do SONiC related Init for Marvell Prestera Platforms.

@saiarcot895 Please review and merge. We want to take this PR to 202405 and 202311. Should we raise separate PRs in respective branches ?
