Revert "Added support for "UNDERLAY_SET_DSCP" and "UNDERLAY_SET_DSCPV6" tables" #3175

Reverts sonic-net/sonic-swss#3145

This was accidentally merged without full verification - Need the following:

  1. Sonic HLD on this feature
  2. Sonic-mgmt tests
  3. Capability/Platform check that the code is applicable only for supported platforms.
