tweaked "Enable Max Control" code #22

the original code enabled debug mode alongside all of Sonic's abilities. that version was renamed and another code was added just for Sonic's moveset, without debug mode.

We already have a code for enabling debug. Unless "Enable Max Control + Debug mode" does something different, I don't think we need the old one anymore.

If it does work the same as if "Enable Max Control" and "Enable Debug Mode" are enabled at the same time, I would suggest removing the old code, if not let me know.

"Enable Max Control + Debug mode" does work identically to the the other two separate codes. I suppose I'll go ahead with removing it
