allfiles.tmpl contains an incorrect quote #228

What steps will reproduce the problem?
1. The Python module BeautifulSoup could not parse the files.html file.

What is the expected output? What do you see instead?

This line:

<meta http-equiv="content-type" content="text/html;
charset={+IO.encoding+}"" />

should only have one quote (") at the end of the content attribute.
Otherwise the HTML is not valid.

What version of the product are you using? On what operating system?

2.3.0
