[r-mr1] [5/5] Merge concurrent SM8150/SM8250 display stack from master to R #844

This reapplies slightly modified display patches from the master branch now that they're altered to work across all platforms, not just Edo. The SM8150 and SM8250 HAL can now live concurrently inside the tree, and their implementation is selected based on the active platform.

The vintf moved into fragments in 9.12; those commits have been backported for 8.1 too instead of adding additional ifeq logic here.
