init: Remove wpa_supplicant service definition

This is now provided by the init.rc in the wpa_supplicant project. Define WIFI_HIDL_UNIFIED_SUPPLICANT_SERVICE_RC_ENTRY flag to enable supplicant rc to define supplicant service.
