Yes, this is a balance governor. Current scheduling usually stay at lowest or highest CPU frequency, add more cpu frequency status may make it longer battery time. @iDavLaFF
@iDavLaFF Hey, your Geekbench result is stange. I tested again. with this change, Geekbench result: Single-C = 753; Multi-C = 2780 https://browser.geekbench.com/v4/cpu/11932585 without this change, Geekbench result: Single-C = 987; Multi-C = 2688 https://browser.geekbench.com/v4/cpu/11932401
With this change, multi cores performance has improved and owns longer battery time. @jerpelea Please check this patch again, and decide whether merged it into matser, thanks!

with this change, Geekbench result: Single-C = 449; Multi-C = 1572 [3x lower then stock-rom] without this change, Geekbench result: Single-C = 873; Multi-C = 1878 [2x lower then stock-rom]
