[YOSHINO] platform: Enable the Camera Augmented Sensing Helper platform-wide #126

Add libcashctl, cashsvr, libpolyreg to the build, declare TARGET_USES_CASH_EXTENSION to build the code in the camera HAL.

This is enabled platform wide, now that the calibration is done on all Yoshino devices.
