Transferring the repo to LLNL org #1

Hi Soo,

Hope you are doing well. I wanted to know if you can help us migrate this repo to the official LLNL repository? @LLNL @IanLee1521

In the process, I have been informed that we should also include the IM-Release number (LLNL-CODE- 829595) and update the license to BSD-3 OSS (since it was reviewed so), perhaps on the readme page etc.
