It seems to balk on cold resist, however it doesn't even try to bring the Parrot. Log snippet below with the relevant section magnified

I saw similar in a HC Ed run (this was pre-maximizer changes). It fails to equip the extreme gear and try to ascend to the peak to unlock the stairs then the failover code decides to try to do the snowmen because it's already done the extreme route (which goes spectacularly badly for Ed as he doesn't have enough HP or Init to survive Ninja Assassins).

TBH the whole level 8 quest needs a massive overhaul. It's arguably the worst supported part of the entire run.
