LART Module #60

Add LART (Luser Attitude Readjustment Tool) function to Willie. This module throw a random insult to a user. It is possible to add insult with .addlart command

This needs updating before it could be merged. @sante81 are you available to update this, or give maintainers of sopel-extras permission to edit the source branch?
