Multiple issue or PR references now supported per line (sopel.plugin.find decorator)
Streamlined imports

Should be everything needed to close #89.

Just put this into the test-stuff branch on our main Sopel instance at Libera.

Removed from test-stuff branch; it revealed sopel-irc/sopel#2378, which must be addressed before this patch will work as-written. (This will probably become 8.0-revamp, assuming we fix the underlying issue in time for 8.0.)
