Also centralizes comment-body shortening into a single function, instead of having identical code everywhere, since the logic is no longer a single line of code.
Definitely going to have some conflicts with PRs like #31. Will need to keep an eye on other PRs as they get merged to see if this one needs updating on top of them (i.e. if they add more places where comments are spit out onto IRC).
