reqs: allow sopel 8 #93

There's no Sopel 8 to be compatible with yet. Will not look at this again until after stable release.

This will be handled soon as part of a modernization pass (pyproject.toml build configuration, switching the plugin to register itself via an entry point, etc.) instead of spending the time rebasing to fix the merge conflict created by #110.
