Replace tutorials w/plugin docs #35

A new plugin author reminded us on IRC today that there are still ancient (6.x-era) tutorials on the site. I decided this was a good time to just remove them, since most of the content is covered by the new "Plugins: Developer Overview" section of Sopel's own Sphinx docs that @Exirel and I have worked on for the past few releases.

I'm submitting this as a PR so anyone else interested can give feedback, and to make Netlify build the updated site so I can test things (like redirects) that are hard to check locally.

Well, I was hoping to kick Netlify into life by updating #32, but neither of these PRs is building a deploy preview.

I'm guessing Netlify's app integration uses GitHub webhooks behind the scenes, and those are having problems right now.

Update: #32's preview did build, so I merged it. Still waiting on the builds for this PR or master.
