Admins, if I'm reading that code correctly, are exempt from the rate limit. Given that this is happening to Tyrope and elad, both of whom are on Willie's admin list, I doubt rate limits are the issue. (Unless there's some problem with the way that's written, but at a glance it seems okay.)

This was done before the default limit was set to 0. Even still, I think this makes it clear that rate limits are not the issue here. As such, I'm re-opening the issue.

Seems to me this was caused by issue #82 which is now fixed, so I'll close this issue too.
