Describe the bug Got jailed, but didn't get teleported

To reproduce Steps to reproduce the behaviour:

  1. Get arrested at the terminal near spawn
  2. See bug

Expected behaviour Should've been teleported to jail

additional content i have found this will sometimes happen when arresting a shackled vort in the terminal in Lower Assembly but only sometimes
